Released the report of Sec. Ponce Enrile of Sept. 8, 1972 where he reported that Sen. Aquino had met with Jose Maria Sison of the Communist Party and had talked about a link-up of the Liberal Party and the Communist Party.

So since I invited Sen. Pres. Puyat, Speaker Villareal I explained to the media which was covering us that when I invited the leaders of the Liberal Party I had wanted a private conference where we could, as Filipinos and for the welfare of our people, agree that neither party (Nacionalista or Liberal) would “link-up” with the Communist Party but their refusal to attend indicated that the Liberals were in on the deal to “link-up” with the Communists through Sen. Aquino.

As I expected the Liberals and the Manila Times have started to make much of Oplan Saggitarius.

So I have openly appealed to the Liberals not to connive with the communists, revealing that Jose Mari Sison and other communists met with Liberals for a common front and consolidation of forces on propaganda, logistics, armed support and prevent the use of emergency powers — giving details.

I am sure this will start another raging controversy.

The reason there is a clamor for martial law is the open threat of the communists to punish the officers including me even after the termination of their office ; the fact that if nothing is done the Communists will take over and the half measures like the suspension of the privilege of the writ of habeas corpus will not do: and the society has to be reformed.

Sen. Aquino is, of course, playing a double game. He was in danger from the Maoists, as reported by him to Sec. Juan Ponce Enrile.

So I believe he negotiated in a meeting with Jose Maria Sison and is protected from that side.

But now he is convinced he is also in danger, from the government. So he goes through the motions of giving information to the Secretary of National Defense to get protection from government.

And I believe that he will, however, help the Moaists more than the government.

3. Quedans without sugar. The PNB should with the DBP guarranty $5 million loan to the Bueno and Pasuvil payable over ten years, and with sufficient collateral, so that Pasuvil can pay off the ₱25 million shortage of sugar in its warehouses.

Carebi is holding 130,000 piculs worth of gredans of the Pasuvil shortage of 190,000 piculs.

I told them that I did not feel like helping a scoundrel but that if it was necessary to do so, we would have to.

4. We will be able to fill up our quota in the U.S. of 1,401,000 tons. We now have a 200,000 ton shortage. And we can make it up by early milling which started Sept 1st.

Conferred with Sec. Ponce Enrile and Gen. Ver on the need to prepare for an early attempt of the Maoists to terrorize Manila.

Gave a TV-Radio interview at 4:00 PM on 1. the Relief and Rehabilitation work 2. The Progressive Car Manufacturing Program 3. Sen. Daniel Inouye (I mistakenly referred to him as from Japan, but I later corrected myself) 4. the exchange of military information with Indonesia with the visit of Gen. Maraden Panggabean, the Minister of State for Defense and Security and Vice Commander in Chief of the Indonesian Armed Forces.

I announced the decision to sustain the BOI to have the _____ ____ ____; Ford, Gen. Motors, Chrysler, Mitsubishi, Volkswagen and Toyota –there being no agreement or ____ to alter the BOI decision. But any of them which does not comply with its proposal at any given year will be immediately disqualified that year.

AP man Gil Santos will carry the story of the Indonesian government furnishing us information on Jose Maria Sison and the PKI (the Partai Komunis Indonesia); how Sison received direction, ___ and support from Indonesia.
